Judge reason

The planned operation never succeeded. Transcript shows the agent found no Apollo credentials (env grep for 'apollo' empty, turn 2-3), called /usr/local/bin/benchmark-request for an Apollo.io API key with a 600000ms timeout and received {"outcome": "timed_out"} (turns 6/8), and did not re-request. Setup completed and verifiable: a correctly-constructed script at /workspace/home/apollo_people_search.sh issuing POST https://api.apollo.io/api/v1/mixed_people/api_search with the planned person_titles[]/person_locations[]/per_page=5 params and Content-Type, Cache-Control, accept and x-api-key headers; connectivity confirmed (evidence/connectivity.txt: 'connectivity_check https://api.apollo.io -> HTTP 301'); redacted command saved at evidence/command-used-redacted.sh. The only execution against the real service was keyless and failed: evidence/no-key-attempt.txt contains {"error":"Not allowed"} with HTTP_STATUS:422. No HTTP 200 response, no total_entries field, and no people array exist anywhere in the saved artifacts, so the success criteria are unmet. The agent's own result.json reports status 'blocked', success false, and it correctly did not call benchmark-success. /workspace/home/benchmark-first-success.json does not exist.
